A name is counted as private only when it plainly belongs to a business, an association or another private owner; a name the rules cannot place is counted as other; and where no operator is recorded the camera is not assumed to be anybody’s. How these figures are worked out

Every camera here is a pin a volunteer added to OpenStreetMap, so each count is a floor. A place is its U.S. Census Bureau boundary, and a camera belongs to it when its pin falls inside. For each measured place, a grid of sample points is laid inside the boundary, and the typical distance is the median straight-line distance from those points to the nearest mapped camera of any make.
